Job Description

Key Responsibilities:

Formulating and completing the annual monitoring plan, including the design, testing and review of the programme to assess whether business is effectively implementing proper controls to adhere to all applicable regulatory requirements, as well as relevant Deutsche Bank Group internal policies and procedures;

Establishment of a robust investment compliance programme in support of the APAC central trading desk and funds/mandates managed in Hong Kong; investigating issues arising from compliance surveillance or other breaches;

  • overseeing the monitoring activities of third parties who perform various functions for the Hong Kong office, within or outside Deutsche Bank Group;
  • providing compliance advice with regard to the applicable regulations of the asset management business and Deutsche Bank Group internal policies and procedures from a Hong Kong perspective, or as it impacts the Hong Kong business;

  • providing regulatory advice to the business in relation to the setup and maintenance of related Level 1 business controls to ensure compliance of various requirements;

  • ensuring regulatory compliance for authorized funds in Hong Kong (e.g. update of offering documents to reflect regulatory requirements);

  • working with colleagues in the Anti-Financial Crime team and the business to ensure an appropriate Know Your Client / Know Your Distributor programme is in place;

  • reviewing and approval of marketing materials for compliance with Deutsche Bank policies and regulatory requirements;

  • assessing new requests for outsourcing and insourcing that impact the Hong Kong office, including liaison with Local Compliance and Country Management;

  • monitoring regulatory developments applicable to the business and working with relevant departments to ensure that an appropriate impact assessment, gap analysis and implementation steps are carried out in a timely manner;

  • enhancing and providing face to face compliance training for relevant staff so that appropriate compliance knowledge and awareness can be maintained;

  • participating in new products/business discussions; providing support for the partnership with Anti- Financial Crime (Anti-Money Laundering, Anti-Financial Fraud and Anti-Bribery & Corruption);

  • managing and maintaining a relationship with the Securities and Futures Commission and Hong Kong Monetary Authority to ensure completion of any regulatory reports, submissions, filings etc. as required as it pertains to the Asset and Wealth Management business in Hong Kong;

  • reporting on a regular and ad-hoc manner to Division, Regional and Country Compliance; and Participating in ad hoc Compliance projects as necessary.

  Qualifications:

  • Strong knowledge of Securities and Futures Commission regulations as applicable to an Investment Management business servicing both institutional and retail clients, with exposure and familiarity in managing retail product compliance issues. Experience in administering a compliance program for a Securities and Exchange Commission Registered Investment Adviser is a plus.

  • Working knowledge of investment management system like Charles River, Bloomberg AIMS and/or Aladdin is necessary.

  • Some experience in handling cross border fund marketing efforts is preferred.

  • Experience in managing a small team is preferred.

  • Ability to communicate clearly and effectively to key stakeholders at all levels.

  • Self-disciplined and demonstrate an ability to work under pressure and within tight deadlines with no loss of accuracy.

  • Proven analytical skills and good attention to detail.

  • Strong organisational skills, including an ability to prioritise effectively.
  • Minimum 8 years of relevant experience; preference will be given to candidates with proven experience in the asset management compliance industry.
  • Strong interpersonal and influencing skills.
  • Excellent proficiency in written and verbal English is required; general proficiency in Cantonese and Mandarin is also preferred.
